Biography for Michele L. Raffino
Michele Raffino is Director for Russian Affairs on the National Security
Council. Previously, she served as a Political Officer in the U.S. Embassy in Moscow and as a Bilateral Affairs Officer in the
Office of Russian Affairs at the
Department of State. Ms. Raffino was Director of the U.S.-Russia National Security Project at
Harvard University's John F. Kennedy School of Government from 1998-2000. She earned her M.A. in Eurasian, Russian, and East European Studies from
Georgetown University's School of Foreign Service in 1998 and her B.A. in Government with minors in Russian and East European Studies and Hispanic Studies in 1996.

Biography for Markian Bilynskyj, Vice-President/Director of Field Operations, Ukraine - U.S.-Ukraine Foundation
Mr. Bilynskyj has been
the Foundation's director of field operations in Ukraine since November 1993. He received a B.A. with honors in American Studies from the
University of Manchester and an M.A. in International Relations from
The American University. His areas of interest are the political, macro-economic and regional aspects of Ukrainian national security as well as U.S.-Ukrainian relations. He has appeared at international conferences, roundtable discussions, seminars, and on Ukrainian state and independent radio and TV. He has also been frequently cited by the international media. Mr. Bilynskyj also has several years of experience of working in British state and local government and in the area of market research.
